ROLES AND RESPONSIBILITIES:
Builds unit prices from the ground up using crew makeup, production rates, equipment costs, and material costs for wireline and OSP utility construction projects. Prices both discrete bids and MSA rate cards, keeping the logic consistent and defensible across pricing formats. Takes an RFP, rate card, or bid package to a 90% complete estimate. Each estimate includes documented assumptions, exclusions, and risks, so that Operations review focuses on judgment calls rather than rebuilding the numbers. Reads and interprets construction drawings, engineering designs, and blueprints to determine quantities, methods, and labor and equipment needs. Prepares estimates for use in subcontractor and vendor selection, and evaluates subcontractor and vendor pricing against internal cost benchmarks.
Estimating System and Cost Database Leadership:
Leads the setup, structure, and ongoing maintenance of the company's estimating software and cost database.
Uses historical cost and production data to build and refine standardized cost libraries, crew definitions, item templates, and regional rate structures for other estimators to reuse.
Establishes and enforces estimating standards, workflows, and quality checks so that estimates are consistent, auditable, and comparable across regions and divisions.
