Due to Sandia National Laboratories' security requirements, all candidates must be able to pass a federal background investigation and obtain site access credentials. Own site safety for a landmark ground-up construction program at one of the nation's most secure national laboratories. Are you a safety leader who thrives on protecting people across large, multi-trade job sites while enforcing the highest safety and security standards? Do you want to lead safety for a landmark, ground-up federal construction program? PTS Data Center Solutions, Inc. is seeking a Safety Manager to lead site safety for the SWIC/WUC construction program at Sandia National Laboratories in Livermore, CA. The program is executed as a single, integrated project in the field, while being tracked as two separate projects - SWIC and WUC. This role is anchored on the SWIC scope: a new ground-up building constructed with enhanced security features on an active federal laboratory campus. You will own day-to-day safety operations across a large, multi-trade site, developing and maintaining the project's Site Safety and Health Plan (SSHP), and partnering closely with the Project Manager, Superintendent, and client/security representatives to align safety protocols with the facility's enhanced security requirements. At PTS Data Center Solutions, you will play a highly visible role on a mission-critical federal project, joining a company recognized for design-build excellence in data center, industrial, and enterprise construction, with the opportunity for long-term growth within an expanding national footprint.
Essential Duties: May Include
- Oversee day-to-day safety operations across a large, multi-trade construction site for the SWIC/WUC program at Sandia National Laboratories, ensuring full compliance with client, OSHA, and site-specific security requirements.
- Develop, implement, and continuously update the project-specific Site Safety and Health Plan (SSHP) covering the concurrent SWIC and WUC scopes of work.
- Coordinate daily and weekly safety briefings, toolbox talks, and pre-task hazard analyses with all subcontractor trades working on-site.
- Conduct routine site inspections, audits, and hazard assessments; issue corrective actions and stop-work orders when necessary.
- Manage incident investigation, root-cause analysis, and OSHA recordkeeping (OSHA 300/300A logs) for the project.
- Partner with the Project Manager, Superintendent, and client/security representatives to align safety protocols with the facility's enhanced security requirements.
- Oversee subcontractor safety orientation, credentialing, and ongoing compliance verification for all personnel accessing the Sandia National Laboratories campus.
- Maintain emergency action plans and fall protection, confined space, crane/rigging, and excavation safety programs specific to ground-up new building construction.
- Serve as the primary point of contact for safety-related communications with the client, project leadership, and regulatory agencies. Knowledge, Skills & Experience Needed
- Extensive experience overseeing safety on large-scale commercial or industrial construction projects, preferably valued at $40M or greater.
- Proven ability to manage safety compliance across multiple trades working simultaneously in the field.
- Strong working knowledge of OSHA 1926 (Construction) standards, fall protection, excavation, electrical safety, and crane/rigging operations.
- Experience working on secured, government, or national laboratory job sites is highly desirable.
- Excellent communication, leadership, and conflict-resolution skills to enforce safety standards across a diverse workforce.
- Proficiency with safety management software and Microsoft Office (Word, Excel, PowerPoint).
- Ability to read and interpret construction drawings, specifications, and site logistics plans.
What Success Looks Like:- Zero Harm: Zero lost-time incidents and a declining trend in recordable incident rates throughout the project lifecycle.
- Ownership Culture: A site culture where safety is proactively owned by trade partners, not just enforced by the safety team.
- Full Compliance: Full compliance with OSHA and all site-specific safety and security requirements at Sandia National Laboratories.
- Collaborative & Professional: Strong, collaborative relationships with the client, project stakeholders, and subcontractor safety leads. Required
- U.S. citizenship (Required) - mandated by Sandia National Laboratories' security requirements.
- Local to the Livermore, CA area (Required) - this is a full-time, on-site role with no remote or hybrid option.
- OSHA 10 and OSHA 30 certifications (Required), along with a combination of other applicable safety certifications relevant to ground-up commercial construction.
- 6 - 10 years of construction safety management experience, including oversight of large, multi-trade projects, preferably $40M+ in value (Required).
- Ability to obtain and maintain site access credentials for Sandia National Laboratories, including passing a federal background investigation/security screening.
- Strong working knowledge of federal, state, and local safety regulations applicable to ground-up commercial construction.
- First Aid / CPR / AED certification (or ability to obtain within 30 days). Preferred
- Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or equivalent certification.
- Prior experience on Department of Energy (DOE) or other federal/national laboratory construction projects.
- Bachelor's degree in Occupational Health & Safety, Construction Management, or a related field.
