Head of Project Management

Job Title: Project ManagerProject Planning & Executiono Work with selected vendor to manage and hold accountable to the project plan: scope, timeline, milestones, deliverables, and work breakdowno Coordinate requirements gathering, software customization, testing, and deployment phaseso Ensures the selected vendor completes project documentation including, but not limited to, status reports, risk logs, issue logs and effective management of the SharePoint siteStakeholder Management o Engage with cross-functional teams: business analysts, registry staff, IT, legal, compliance and external stakeholders o Manage expectations and bring escalationsBudget & Resource Management o Track budget, track expenditures, manage vendor contracts and invoices with adherence to procurement rules and limit change orders Risk & Change Management o Identify, analyze, and mitigate project risks and dependencies o Manage scope changes, document them, evaluate impact, and gain approvalQuality Assurance & Testing o Work with the vendor to define and lead user acceptance testing (UAT) o Ensure data integrity, system performance, security compliance, and regulatory adherenceTraining & Roll-out o Coordinate training activities with the vendor to roll out manuals, guides and videos for internal and external stakeholders, end users and trainers o Oversee pilot launches and coordinate with operations for full deploymentGo-Live & Post Implementation Support o Provides an objective, third-party assessment of both the project processes and the product being built. Bachelor's degree in Computer Science, Information Systems, Public Health, Business, or related field 5+ years' project management experience, ideally in software implementations for public records, registry, or healthcare systemsPMP, PRINCE2, or equivalent project management certificationFamiliarity with data security, privacy regulations, and database technologiesAbility to manage and influence cross-functional teamsExperience with training, documentation, and knowledge transferPrior experience selecting and implementing ERP, database, or Cloud solutions (e.g., AWS, Azure) Data migration, ETL, and legacy system integration experienceHands-on with SaaS or enterprise software deploymentUnderstanding regulatory compliance: HIPAA, GDPR, or equivalent Performance MetricsAdherence to project timelines and milestonesStaying within financial constraints or justified variancesUser Satisfaction: Stakeholder and end-user feedback post-deploymentQuality & Compliance: Minimal defects, regulatory compliance, audit readinessAdoption & Training: Successful adoption rate and training effectiveness with internal and external stakeholdersMedical, dental, vision, life, disability, EAP, and 401(k).
