Interconnection & Transmission Regulatory Manager

The Role: Coquí Power is seeking an Interconnection & Transmission Regulatory Manager to lead the company’s transmission interconnection strategy and regulatory engagement across its portfolio of utility-scale photovoltaics and battery energy storage projects in Puerto Rico. Reporting to the Director of Engineering or VP of Development, this role serves as Coquí Power’s primary interface with PREPA, LUMA Energy, and Puerto Rico Energy Bureau (PREB) on all matters related to grid interconnection, transmission access, and energy regulatory compliance. The role manages interconnection applications from pre-application through commissioning, coordinates technical and commercial resolution of study results, and monitors evolving regulatory requirements to protect project timelines and investment economics. This position operates in an owner’s representative capacity—Coquí Power does not serve as engineer of record for interconnection facilities. Design liability for utility-side and generation-tied facilities rests with the respective engineers of record (EPC contractor, utility, or consulting engineers). This role is responsible for managing, reviewing, and advancing those processes on Coquí Power’s behalf. The position is preferably based in San Juan, Puerto Rico, with periodic travel to project sites, regulatory proceedings, and utility offices as needed.

Interconnection Management: Own the full interconnection lifecycle for each project: pre-application coordination, formal application submission, study phase management (Scoping, SIS/FAS/FS or equivalent), Interconnection Agreement (IA) negotiation, and commissioning milestone tracking. Manage Coquí Power’s interconnection queue positions across the project portfolio; track milestones, cost allocations, required network upgrades, and queue withdrawal/transfer rights. Coordinate with PREPA and LUMA Energy interconnection and transmission planning teams to advance study phases, resolve open technical items, and ensure study assumptions accurately reflect project design. Review interconnection study results (scoping, system impact, facility studies) for technical accuracy, cost reasonableness, and compliance with filed tariffs and interconnection rules; prepare written challenges or requests for reconsideration where results are unreasonable or erroneous. Negotiate Interconnection Agreements with support from legal counsel, track IA milestones, security posting and refund schedules, commercial in-service date obligations, and any post-IA amendment requirements. Coordinate protection and control (P&C), metering, SCADA, and telemetry requirements between Coquí Power, EPC contractors, and the utility; ensure owner-side compliance obligations are clearly assigned and tracked. Manage transmission service requests (TSR) and generation-tie delivery point studies where applicable; evaluate firm versus non-firm transmission options and their impact on project dispatch and revenue.

Transmission & Energy Regulatory Affairs: Monitor and participate in PREPA and LUMA Energy regulatory proceedings, rate cases, tariff filings, and grid modernization initiatives that affect interconnection rights, wheeling charges, or project economics. Track Puerto Rico Energy Bureau (PREB) dockets, integrated resource planning (IRP) processes, and reliability standards applicable to the portfolio; assess impacts on project permitting, operations, and compliance obligations. Monitor applicable NERC/SERC reliability standards and, to the extent applicable in Puerto Rico, FERC policy developments; advise internal teams on compliance obligations arising from interconnection and operations. Coordinate with external regulatory and legal counsel on regulatory filings, interventions, data requests, and compliance reporting. Represent Coquí Power in stakeholder meetings, technical conferences, utility working groups, and regulatory workshops relevant to interconnection and transmission access.

Development & Project Support: Support project origination and site selection by providing early interconnection feasibility assessments, preliminary upgrade cost estimates, queue position risk analysis, and timeline ranges for interconnection completion. Advise the development team on transmission constraints, load pocket dynamics, queue congestion, and regulatory risks during site evaluation and project structuring. Provide input to project finance models on interconnection cost estimates, cost allocation risks, construction contingencies, and commercial in-service date assumptions. Maintain a comprehensive interconnection and regulatory tracker covering all active projects; prepare regular status updates for internal leadership, lenders, tax equity investors, and off takers as required. Collaborate with EPC Project Engineers and the Discipline Lead to ensure owner-side interconnection technical requirements are accurately reflected in EPC scope, specifications, and contractor deliverables.
